But - it was not ·a -gift to Boston's poor: it _ is the on-go~ng product of peoples' struggle for decent housing and community life. Beginning in the Fall of 1967, residents of Parcel 19 waged a fierce struggle against urban renewal. The city had planned large-scale demolitions of housing in this area; all residents would have been forced out. A series of demonstrations and direct actions resulted in the formation of the Emergency Tenants Council (ETC) with headquarters at 73 W. Brookline St. By the Spring of 1968, ETC had over 500 members and had effectively stalled tenant removal. Under the leadership of Israel Feliciano and with the help of other community groups, ETC then took an important step forward. The tenants constructed their own comrnunity development plan for the parcel, enlisting the aid of architect John Sharratt and Greater Boston ~ommunity Development, Inc. After long months of work, ETC was designated the sole developer of Parcel 19 and in December, 1969 began the work to build Villa Victoria. With the completion of this new housing, the original ETC development plan will be accomplished. Villa Victoria remains co~~itted to its original goal of guaranteeing long-term community control over the parcel, and preventing the displacement of low-income tenants from Boston's South End. ��_¡ 1 ' -· 1' . ' 1" ~ ~ 1 IBA / ETC Board of Directors : :..·~· t l . ¡' ·---- . ,' Villa Victoria is overseen by the IBA Board of Directors, whose members are all residents who ser ve on a volunteer basis. The IBA Board is elected by Districts for one-year terms; or At-Large for terms of 1-3 years. The IBA Board of Directors selects the ETC Board of Directors, who are responsible for the development of all policies which affect the operation of ETC Management. Under the ETC Board leadership, the resident manager is responsible for the implementation of policy as well as day-to-day rnanagement and rnaintenance operations. The IBA and ETC Boards are important because they make many decisions which affect the life of the people living in Villa Victoria. Having strong and conscientious boards guarantee that th~interest and well-being of residents is defended. Tenants have the opportunity to help as well as protect their community through active participation on these Board Committees: Legal, Management and Security, Tenant Selection, Elections, Audit and Finance and other special comrnittees designated by the IBA/ETC Boards. Both are partners in community development; both are equally important to this co~~unity's success. IBA is a non-profit community development corporation. Villa Victoria is owned and operated by IBA through the IBA Board of Directors. IBA's most important goals are to develop a total comrnunity with residential, institutional, cultural, and commercial activities and to guarantee long-term community control over the entire area. Residents of Villa Victoria are expected to become members of IBA. Membership entitles community residents to vote in IBA Board elections and participate in community programs such as Areyto, Canal 6, and IBA Social Services. All business conducted at IBA Board meetings is conducted in Spanish, and the IBA Board meets every 2 weeks on Mondays. ETC is a for-profit housing management corporation. ETC insures that Villa Victoria tenants follow regulations stated in the rental lease, and is committed to sound financial management and careful financial planning. ETC is responsible for rent collection, policies on tenant selection and apartment transfers and, if necessary, tenant evictions. They are also responsible for apartment maintenance and building cede enforcement. All profits made by ETC are reinvested back into the Villa Victoria community. ETC Board meetings conduct their business in English, and are held on the 3rd. Tuesday of each month. Both IBA and ETC are united in their desire to build a community in Boston's South End, to produce the highest quality living environment for Villa Victoria tenants, and to foster cooperation and self-determination among community residents. �ETC ~1c.nc.ge:r:ent Office E.T.C. The manager and staff are always available to help resolve any questions a resident rnay have. /. Tenants are urged to visit the office located at SO W. .Dedham - Street, or they rnay call 266-2668. It is recommended thaT tenants schedule appointments so that we can comfortably discuss your questions. If you wish to file a cornplaint about rnanagernent at any time, the cornplaint must be subrnitted in writing to the ::-::::.nager. The ETC Management Office is open from 9:00 a.m. to 5:00 p.m. Monday - Friday. /--/ �Villa Victoria P.ousing Villa Victoria consists of six separate housing developments each with its own r~gulations for tenant selection and rent increases. Below is a listing and description of each: ETC and Associates (Tremont and Sha~mut Ave.) Consists of 71 units of rehabilitated housing. These buildings are owned and managed by ETC. Rents are determined by Hu~ Section 8 formulas and tenants are required to report changes in personal income every year. Rent is set at 25% of gross income plus a security deposit that should equal to one month rent, or a hundred dollars whichever is greater. Tenants · are selected by a Tenant Selection Committee, and rnust be on our waiting list. West Newton Street Consists of 136 units of rehabilitated housing. These buildings are owned by the Boston Housing Authority and managed by ETC. Rents are determined by the BHA, and set at the level of 25% of personal income reviewed every year. Tenants are selected by the BHA and reviewed by ETC. Torre Unidad - 80 West Dedharn Street Consists of 201 units of new housing for elderly and handicapped area residents. This 19 story building is also owned by the Boston Housing Authority and managed by ETC. Rents are set at 25% of personal incorne and reviewed every two years. No security deposit is required. Tenants are selected by the BHA and reviewed by ETC. Viviendas Associates;victoria Associates Consists of 371 units of new housing, both townhouses and apartment buildings (1 Paseo Boriken). These buildings are owned by ETC. Rents are determined by the regulations of the HUD Rental Assistance Program and Section 236. Tenants pay 25% of their family income and rents are reviewed every year. A security deposit is required. Tenants are selected by a Tenant Selection Committee and must be on our waiting list. Borinquen Associates Consists of 36 units of rehabilitated housing, financed by the Massachusetts Housing Finance Agency. These buildings are also owned by ETC. Rents are determined by HUD Section 8 and is set at 25% of personal income or market rental, whichever is lowest. A security deposit is required. Tenants are selected by ETC Management. South End Apartments (Cunard St. & St. Cyprians Place) Consists of 28 units of rehabilitated housing. Rents are set at 25% of personal income, and reviewed every year. At the present time ETCDI is trying to purchase S.E. Your monthly rent is due and payable by check or money arder on the first calendar day of the rnonth. If payment is not received a late charge of $10.00 will be added. Further delays in payments may warrant issuance of 14 cay notices and initiation of eviction procedures against the tenant. Please make your check or money order payable to your housing development or to the Boston Housing Authority. Family Composition 2. We are required by Federal Law to maintain records of the number of people in each apartment. We ask you to report i~mediately any birth, death, addition to the family, cr other change affecting the nurnber of persons living in your apartment unit. Any addition to the family not included in your original application and lease must be reported to the management immediately. If you wish to bring a relative or any other person into your borne permanently or for an indefinite period of time, you must request written permission from the management. Recertification 3. Tenants will be recertified every year (or every 2 years) in accordance with their lease. Any changes in personal incorne must be reported, and rental assistance payments are subject to adjustment at this time. It is the tenant's responsibility to compile the required information =or their rent subsidy. Managements's Right of Entry 4. Management retains the right to enter and inspect any apartment unit on a regular basis or to make necessary repairs so long as tenants are given advance notice and inspections are rnade at a reasonable hour. �Daoage Charges 5. Charges will be made or deductions will be made from your security deposit (if any) for any d~age beyond reasonable wear and tear. You will be charged for the cost of repairi ng any damage caused by negligence (clogging of toilet facilities, damage to garbage disposal units, broken window glass, eTc.). The amounT will be added to your next month's rent payment. To avoid possible damage charges, please obtain written permission from the manager befare making any repairs or alterations, or doing any redecorating work in your apartment. Painting and Decorating 6. All apartments have been painted prior to occupancy. If you wish to repaint your apartment (or any part of it), tbis ~ust be done at your own expense and must recive written approval from management. No hanging of wall paper can be allowed. Consult management befare attempting to hang heavy objects from the walls. No permanent alterations such as wall shelves can be made without prior written consent of the management. No signs, advertisements, or illuminating objects except for reasonable holiday decorations shall be placed upon the exterior portion of any window or terrace. Charges for Excessive Use of Utilities 7. The tenant shall not waste or unreasonably use water, gas, electricity, or heat. Violators of this rule may be subject to additional monthly charges as verified by management tsee Apartment Energy Conservation). Terraces 8. Do not throw or permit any throw any item from your terrace or will receive a very heavy fine. Do on your terrace that will be higher member of your family to windows. The tenant shall not make nor perrnit any member of your family or friends to make any disturbing noises in the building that will interfere with the rights, comfort, or convenience of another tenant. Do not allow the playing of musical instruments, radios , televisions, stereos, or other similar items on the premises between the hours of 11:00 P.M. and 8:00 A.~. louder than can be heard within the confines of your apartment. Do not scream or shout from your terrace or windows. Do not slam your door, apartment compactar room doors. or doors to stair wells. Pets 10. Tenants are reminded that their lease specifically prohibit tbe maintenance of pets at Villa Victoria. No cats, dogs, or other pets are allowed on the premises. Other rules 11. Apartment locks should not be changed, altered, or replaced, nor should new locks be added without tbe prior written approval of the Management. The tenant shall pay all costs involved in restoring locks to their original condition. 12. Villa Victoria does not permit soliciting in its buildings. Please do not perrnit salesmen or other solicitors into the building. Never admit strangers especially when they fail to properly identify themselves. 13. Tenants shall be legally responsible and shall compensate ETC Management for any damage to the grounds, trees, shrubs, or plants by any member of their family or friends. 14. No Graffiti! 15. The elevators, halls, stairways and sidewalks shall not be obstructed nor used for any purpose other than for entering or leaving the building. 16. Elevator doors sbould not be forcibly held open at any time. If you must talk witb neighbors, please get off the elevator to do so. 1 + �17. The use of washers and dryers are a~ailable for use by residents only and should be used during the hours posted in buildings. Tenants are reminded to keep the laundry rooms and the top of the washing machines clean. Loitering in the laundry rooms is not permitted. certain that children are properly trained in the use of the machines if your are sending them to do your wash. ~1ake Use only the correct measure of detergent! Rugs, rubber mats, and other similar items should not be placed in the washers and dryers at any time. 18. Roofs: No one is permitted to enter upon the building roofs at any time. Trespassers will be prosecuted andjor fined. 19. No bicycle riding is permitted at any time near the Elderly Tower. Tenants will be responsible for their children's actions. 20. Tenants may not install air conditioning units or·any large electrical appliances without the prior written approval of the management. Information on Moving In The following procedures are used with all move-ins: Move-in date: You will be assigned a mutually convenient day and hour for your move-in. No move-ins are permitted on weekends or after 5 P.hl. Monday through Friday. This will allow for the presence of a management representative to assist you and the assignment of a building elevator if necessary for your sale use. No exceptions are permitted. Keys: You will receive Gne (1) set of keys to the building entrance, your apartment and your ma1lbox on . the day of your move-in when you check in at the management office. Moving Vans: No furniture should be stacked in the lobby or street --- it should be moved into the assigned elevator or townhouse immediately Arrangements for the parking of moving vans on property will be arranged where possible through the management office. Move-O~ts All residents must inform the manager 30 days in advance of their intention -to move out. Suéb residents are ~esponsible for restoring their apartments to acc~ptable conditions, insuring up-to _ date _payment of all outstanding morithly maintenance and other charges and all other mov~~out requirements defined by ETC Management �For further information as to the filing of mo~e-out notification forms and specific requirements, please contact the site management office. The ETC Board of Directors and the managing agent reser\' e the right to make such rules and regulations from time to time as may be deemed needful for the safety, care, and cleanliness of the premises and for securing the comfort and convenience of all tenants. Any changes in ETC rules and regulations will be mailed as written notice t6 all tenants. Security: Lend a Helping Hand As a tenant, you can help .... Report all building damages such as burned out light bulbs, broken doors, out-of-order equipment (elevators, compactors, laundry machines), or broken windows and other similar problems to management. Call 266-2668. Do not admit any strangers or salespersons whether religious or commercial into your building at any time. Villa Victoria maintains a policy of no solicitation and such activity is considered trespassing. Supervise your children closely. of respecting our home! Show them the importance a) Do not allow them to loiter in the lobbies, laundry rooms, or stairways or allow friends into the building for these purposes. b) Do not allow them to lose keys if they carry keys to the apartment, and do not allow them to give duplicate keys to . friends. e) Advise them of serious problems which could result from their actions if they vandalize or deface Villa Victoria property, such as damage charges, legal claims, or possibly eviction. Report any strangers, any unusual moving out of furniture or TV's or other suspicious situations to the Management Office at once. Report crimes against person or property to the Boston Police at once (911 or 247-4250). One more item. We invite you to join the Comrnunity Advocacy Board of Villa Victoria, which represents this comrnunity on matters related to the Police, Fire Dept., City Hall, etc. For more information, contact Alan Root at Unity Tower Social Services (536-5906). �Tenant Transfers Policy ETC Ma n a g e men t f re que n t 1 y re e e i \.es re que s t s f ro m t en a n t s w h o \V l s . to transfer to oTher apartmenTs. In order to be fair, a point sysTem fo r transfer requests has been set up. The system is explained below All tenants must fill out a transfer request form, stating their reasons for their request. The more points you get, the higher yoúr priority. Other notes: Tenants requesting transfers will be kept on a ''transfer wai t list" for the development where they are living. A $75.00 cleaning deposit is required for all transfers over the amount already deposited in the Security Account. Befare any transfer is approved, a borne visit will be made to verify any damages and/or other violations of the lease. All tenants requesting transfers must be in good standing wit . ETC Management. Transfers are expensive for management to ma and requests are normally not honored for non-priority reason �Tenant Evictions It is the intention of ETC ~1a.nage:nent ne\·er to ha\·e to carry out an eviction against a tenant. IBA and ETC began as a tenants' movernent for decent, low-rent housing and against unjustified evictions by private landlords and the Boston Redevelopment Authority. An eviction will be carried out only if there _is a serious violation of the rental lease, and only after every other solution has been attempted by Management and IBA Social ·services to resolve the problem. The following are cause for eviction: a) Non-payment of rent - If the rent is not paid on the 1st of every month, tenants will be served notice befare eviction. b) Criminal activities - Illegal activity with regard to drug dealing, prostitution, or other crimes against people or property will not be tolerated by ETC Management. e) Excessive damage to apartrnents - ETC hlanagement cannot tolerate expensive repairs to project apartments. d) Nuisance tenancy - Repeated lease violations which might damage the health and safety of other tenants. These include threatening other tenants with physical force, loud and unruly behavior on the part of you or your children, or other inconsiderate actions. Repeated violations may be cause for eviction. Villa Victoria tenants need to have a sense of personal responsibility for this cornrnunity. Locked out of your apartment If you are locked out of your apartment the procedure to let you in will be as follows: If the superintendent is busy you will have to wait until he is available to let you in. The waiting period could be two hours or more. Management will nct let persons who are not legal resident into the apartments. There will be a charge to let you in which will be the following; For the first time you are locked out the charge will be $5.00 For the second time $10.00 For the third time $25.00 To avoid this inconvenience both to you and to management, please keep your apartment keys in a safe place. �HAINTElJ.L>_NCE S~RVICES Villa Victoria is served by our own maintenance staff and supervisors. Most needs for household repairs can be met through this department. Please refer to the enclosed list of "charges for replacement items" for the cost of those items chargeable to the tenant. Most other repairs needed would be made at no direct cost. nts hTienever a maintenance repairman visits your apartment, he/she will carry a special maintenance request form, which the tenant must sign after the full repair work is completed. The tenant will then be billed if necessary for the work done. No employee is authorized to charge or receive money on behalf of ETC Management for repair work done at any time. Remernber: Do not pay for any repairs done by staff until you receive the bill in your next monthly rent statement. ETC .Haintenance services department is open daily from 9:00 am to 5:00 pro. Each Villa Victoria housing development has its own maintenance supervisor and.staff. For repairs, please call: 266-2668. After 5:00 pm and on weekends you can call this number for emergencies only (answering service) . If at any time you feel you have not been properly served by the maintenance staff,visit the manager. FaWilies with small children rnay set the therrnostat as high as 72 F, on cold days. Try to keep the controls on a constant ternperature during the day; frequent temperature changes waste fuel. S~t 2. Air Conditioning - ETC Management will sell Air Conditioners to tenants at cost. Do not turn your air conditioner on and forget about it! This wastes fuel, and electricity is expensive! Be smart when using your air conditioner. Clase off any rooms you are not using. Use curtains or draperies to keep the sun out. Think of your house as a box with holes in it, and try to keep the cold air inside the box. 3. Lights -Use 60 watt bulbs. it will be enough light to read by. In most roorns of the house, You would be surprised how much energy can be saved by just cleaning your light fixtures. At the sarne time you are cleaning the rest of the house, clean you lights. 4. city. KITCHEN APPLIANCES Tenants are reminded that careful maintenance of kitchen appli~~ce ! and equipment will help insure longer and more efficient service. The following cleaning methods have been recommended by manufacturer and professional appliance repairmen: ~~e REFRIGERATORS . Clean both the refrigerator and freezer thoroughly at least once ev~ry two months. Use a cleaning solution of one(l) tablespoon of baking soda to (1) quart of warm water. Do not use an abrasive commercial cleaner (ajax, comet, etc.) since these may contaminate or damage the interior. Be careful cleaning the door so as not to damage the door casket or rubber lining. Be very cautious when cleaning near the electrical parts. Use only a sponge or cloth with no excess water when near these areas. 1 1 \ 1 i �ST OVES . Clean the stove thoroughly after every use. . Do not allow grease or food to build up in the pans under the grills. r -- 1 1 j OVEN S You may use most commercial oven cleaners. Be careful when spraying or applying the cleaner not to spray around the open "Pilot Light" flame or other operational parts. KITCHEN CABINETS . Be careful when cleaning your kitchen cabinets. You should use a recognized cornrnercial wood cleaner with lemon oil (Pledge, Favor, etc.) Clean both the top shelves and lower cabinets. 1 �KITCHEN GARBAGE DISPOSAL All ETC apartrnents contain a kitchen garbage disposal, which operates by using the on-off switch next to the faucet. Here are sorne simple instructions for operation: (1) . Run hot water. Leave the water running while you use it. Feed it slowly and gradually. Keep the water running after you are done. (2) . Do not force-feed your disposal rnachine. No kitchen utensil should be forced down the drain while the rnachine is operating. Do not put your hand down into the sink. No paper or plastic products should be put into the disposal; only food items are appropriate. (3) There are certain food items which will damage the disposal: (and substances) Corn cobs, watermelon rinds, rneat bones, orange or banana peels, hard shell nuts. Also please do not pour grease or rnop water down the sink. (4) If the disposal does not start after turning the switch, you should place the switch in the off position and push the RESET button which is on the bottom of the disposal machine beneath the sink. If you still have problerns, do not force the disposal to work. Call the maintenance office. �BATHROOM Use soapy water and use a pan and a sponge to clean the bathroorn. Rinse with clear water. Use only delicate cleaners; don't use cleaners with abrasive cornponents. When rernoving stains, don't use knives or razor blades because they will ruin the finish. (( To keep the bathroorn clean and odor-free, rinse and disinfect the toilet periodically. Don't throw trash down the toilet such as cornbs, toothbrushes, toys, sanitary napkins, disposable diapers, etc; these items will clog it up. CLOSET DOORS ETC Maintenance frequently receives calls to repair broken closet doors. There is nothing wrong with your closet! Please do not clutter up the closets with junk. Junking up the closets will result in broken doors-and a charge for repairs. �'a E s; FLOORS (tile ano wood) Daily cleani~g of the floor with a soft broom or cust mop will remove surface cirt. Khen it is necessary to wash the floor, wash with warm water and a soft detergent. Clean the spaces between the tiles. Avoid abrasive cleaners. Many aparbuents at Villa Victoria are carpeted befare you move in. Please take care of your rugs! Use only rug sharnpoo for cleaning. Vacuum your rugs at least once a week to rernove foreign objects such as glass, metal, wood splinters, _etc. GARBAGE COMPACTORS Garbage compactors are found in multi-story apartment buildings (Paseo Boriken, Unity Tower). Make certain that you and your family follow these procedures in using the garbage compactors so as to minimize the spread of roaches and rats! Violators will be subject to fines: Place your garbage into the compactar chute and make sure all the garbage goes down the chute. If you are throwing out food scraps (rice, vegetables, etc.), first wrap them up befare depositing down the chute. Never leave any garbage on the floor in the compactar room, or in the halls or stairways. Make certain that you clean up any garbage or food scraps you drop on the floor in the compactar room or hall leading to your apartrnent. �GARBAGE CO~?ACTORS - Cont. Never send your children to throw out the garbage. They ~ay not be capable of fully putting the garbcge down the chute or cleaning up. GARBAGE DISPOSAL AREAS Borinquen Associates Viviendas Associates ETC & Associates South End Apts. Residents who live in buildings where there are no compactors are responsible for taking their garbage to the proper garbage disposal areas. All garbage should be placed in plastic bags so as not to cause garbage from spreading or spilling over in the disposal sites. The department of sanitation picks up garbage at Villa Victoria on \1ednesdays and Saturdays. EXTERMINATOR SERVICE 11 Don' t Be Bugged! Exterminating services are available free of charge to all residents on a regular basis (every 3 months) . But remernber; there is no such thing as a fireproof building - anywhere! Tenants in the multi-story buildings (Paseo Boriken, Unity Tower) should never rely on the elevators when they have to evacuate these buildings. They will not work! It is also against the law· in the state of Massachusetts. Rescue efforts will be coordinated by ETC Management, the Fire Department, and the Red Cross in case tenants need to be evacuated from the top floors. Tenants in other ETC apartments should notify the Boston Fire Department immediately (911) if there is a fire in their apar~~ent. ETC Management plans to install smoke detectors in all Villa Victoria apartments, and sorne have already been installed. F ires. are p.r·eventable! They rnost conunonly occur in the kitchen area, bedrqoms, or hall closets. Loase wires, newspapers, and cleaning rags are fire hazards. Further inforrnation can be obtained through IBA Social Services {262-1342). �ELEVJl.T ORS Going up? Everyone likes to have a working elevator available when corning home tired frorn wo rk or after shopping for groceries. But an elevator is a precision rnachine which must be properly rnaintained a nd tr e ated to function eff ectively. If you and your farnily conscientiously observe the following rules, Villa Victoria will be able to depend on ef f iciently working elevators with rninimal problems: Press only the button for the direction in which you intend to travel . A light will indicate that you r call has been registered and the first available elevator will respond. Do not press both buttons! When boarding the elevator rnake certain everyone is on board befare pressing your floor number. If you rnust hold the door for someone, press the "door open" button. Never forcibly hold the door open otherwise. Never jam the rubber edge in on a closing door. If the elevator stalls, do not panic. red ernergency button to attract help. Simply press the Direct your children never to playfully press the "emergency" button. False alarms will only discourage neighbors from responding to real emergencies. Be careful not to scratch the elevator walls when taking baby carriages, shopping or laundry carts on the elevators. Direct your children not to shove objects into the elevator fans or down the shaft. Since their friends are technically your guests, you will be held responsible for damages. �?ARKING LOTS Reserved parking spaces for Torre Unidad and Paseo Boriken residents onlv are available on a lea~basis. Tenants interested in renting parking spaces should contact the rnanagement office. Tenants presently leasing parking spaces are rerninded of the following rules and regulations pertaining to the use of spaces: Please refer to your parking lease for further specifics. Parking privileges are granted only for the parking of a prívate passenger car owned and operated by .the licensee (tenant) . The licensee shall at no time block access to any parking space, the driveway or passages to the parking lot or any other portian of the prernises. The parking of Boats, Trailers, Campers, Motorcycles or Trucks in the parking lots is strictly proh1b1ted. The licensee rnay not perforrn repairs on his/her car while parked in the parking lot except for ernergency repairs. Illegally parked cars will be prorninently ticketed by security force and towed away. How am I supposed to get to rny apartment? Rernember that elevators are sensitive precision machines that don't take abuse very well. One of your neighbors probably broke it! Call the Maintenance office and we'll fix it as soon as we can. 3. I've got roaches and ants in rny apartrnent. When are you sending the exterrninator over? If you see roaches or ants, call the rnaintenance office irnmediately. We'll go and get: them. But there's a lot you can do about this problem (see Exterrninator Service). 4. My oven's broken and the kitchen disposal doesn ' t work? would like to remind you not to abuse these appliances. If you broke it, you will be charged for repairs. Please refer to the maintenance tips in this handbook for the proper care of these appliances. ~anagement 5. What kinds of repairs do I bave to pay for? Generally speaking, if you break it, you'll have to pay for it. This includes bathroom fixtures, kitchen fixtures, windows, locks, floor tiles, etc. You will not have to pay for items broken through normal wear and tear. 6. What can I do to fix up my apartrnent? Any improvements to Villa Victoria apartrnents must be approved on an individual basis by ETC Management. Sorne improvements, such as painting a wall dark blue, red, or brown will not be approved. Wall hangings, if approved, should be done with butterfly screws to minimize restoration costs. IBA Social Services The IBA Social Services program has two functons: services to individuals and families based at 405 Shav;mut Ave. and services to the elderly based in the Unity Tower, 80 W. Dedham St. The goal of IBA Social Services is to help residents learn how to solve problems in a greater environment (Boston) that is often . unfamiliar and many times hostile. IBA Social Services provides a comprehensive information and refferal services to residents as well as escorting and translating Services . . ~here po~sible~ the ~ocial Services staff will do crisis intervention and counseling work on an appointment basis. The youth of Villa Victoria are an agency priority. Services meets their needs through: IBA Social 1. Youth counselling ánd the ·creation of a job-clearinghouse . for young men and women. 2. After-school tutoring programs including both educational and recreational workshops. 3. Organized sports teams such as baseball, soccer, volleyball and basketball teams. 4. Specific workshops on the problems of drug abuse among youth. The IBA elderly services staff offers direct information, counseling and referral services to parcel residents. The staff also coordina tes programs for the elderly such as the Uni ty Tower Foo-·d Co-op (Wednesday 2:00-4:00 pm.) and Age on Stage, a theatre group. Also available to elderly residents are the services of the Helen Morton Health Center on the 2nd floor of Unity Tower, open from 1:30-3:30 pm on Wednesdays. Areyto and Canal 6 Areyto of IBA has cultural programs in three areas: visual arts, music, and co~unications. T~ey also sponsor the annual Festival Betances at Villa Victoria, which · is usually.held during July. The visual arts programs consists of classes in elementary drawing, basic print working for children, and silkscreen print (including design and printing techniques) for young adults. The program is housed at 85 W. Newton St. �The music progrc~s spo~sors study and perfo~ance sroups such as Cantorcitas (ages 4-7 years old ) and Ninos Cantores (ages 8-15). Dedham St. IBA has initiated a Small Business Revolving Loan Fund for individuals interested in starting businesses. IBA is also holding classes in business management for these people. A community-elected Board of Directors selects the Credit Union Manager. Hours of operation are from 2:00-6:00 pro. Monday-Saturday except Wednesdays. The credit union offers the following services to residents of Villa Victoria: (a) Loans (4 mos. membership required). (b) Check cashing - Fridays 2:00-6:00 pm. (e) Money Orders Residents can become members of the South End Federal Credit Union by paying a $1.00 entrance fee and opening a savings account of at leas ~ $5 . 00. Receiving a membership entitles you to vote for the SEFCU Board of Directors and the Credit Committee. �Escuelita Agueybana (independent} IBA founded the Escuelita Agueybana day care center in 1977 (l Paseo Boriken) in response to concerns about inadequate day care services for Hipanics. Escuelita is now the only bilingual day care center in Boston, and has earned an excellent educational reputation. Further information about Escuelita Agueybana and day care center openings can be obtained by calling Cecilia Hunt at 247-2070. Use of Public Places Certain offices atIBA/ETC may be used for community events, birthday parties, or meetings by Villa Victoria residents. Newton St. A community center is also planned for the near future at All Saints Church, 85 W. (2) You must sign an authorization forro for the use of this space with the IBA employee in charge. On this forro, you must say when you plan to use the space and for what purpose. But - it was not ·a -gift to Boston's poor: it _ is the on-go~ng product of peoples' struggle for decent housing and community life. Beginning in the Fall of 1967, residents of Parcel 19 waged a fierce struggle against urban renewal. The city had planned large-scale demolitions of housing in this area; all residents would have been forced out. A series of demonstrations and direct actions resulted in the formation of the Emergency Tenants Council (ETC) with headquarters at 73 W. Brookline St. By the Spring of 1968, ETC had over 500 members and had effectively stalled tenant removal. Under the leadership of Israel Feliciano and with the help of other community groups, ETC then took an important step forward. The tenants constructed their own comrnunity development plan for the parcel, enlisting the aid of architect John Sharratt and Greater Boston ~ommunity Development, Inc. After long months of work, ETC was designated the sole developer of Parcel 19 and in December, 1969 began the work to build Villa Victoria. With the completion of this new housing, the original ETC development plan will be accomplished. Villa Victoria remains co~~itted to its original goal of guaranteeing long-term community control over the parcel, and preventing the displacement of low-income tenants from Boston's South End. ��_¡ 1 ' -· 1' . ' 1" ~ ~ 1 IBA / ETC Board of Directors : :..·~· t l . ¡' ·---- . ,' Villa Victoria is overseen by the IBA Board of Directors, whose members are all residents who ser ve on a volunteer basis. The IBA Board is elected by Districts for one-year terms; or At-Large for terms of 1-3 years. The IBA Board of Directors selects the ETC Board of Directors, who are responsible for the development of all policies which affect the operation of ETC Management. Under the ETC Board leadership, the resident manager is responsible for the implementation of policy as well as day-to-day rnanagement and rnaintenance operations. The IBA and ETC Boards are important because they make many decisions which affect the life of the people living in Villa Victoria. Having strong and conscientious boards guarantee that th~interest and well-being of residents is defended. Tenants have the opportunity to help as well as protect their community through active participation on these Board Committees: Legal, Management and Security, Tenant Selection, Elections, Audit and Finance and other special comrnittees designated by the IBA/ETC Boards. Both are partners in community development; both are equally important to this co~~unity's success. IBA is a non-profit community development corporation. Villa Victoria is owned and operated by IBA through the IBA Board of Directors. IBA's most important goals are to develop a total comrnunity with residential, institutional, cultural, and commercial activities and to guarantee long-term community control over the entire area. Residents of Villa Victoria are expected to become members of IBA. Membership entitles community residents to vote in IBA Board elections and participate in community programs such as Areyto, Canal 6, and IBA Social Services. All business conducted at IBA Board meetings is conducted in Spanish, and the IBA Board meets every 2 weeks on Mondays. ETC is a for-profit housing management corporation. ETC insures that Villa Victoria tenants follow regulations stated in the rental lease, and is committed to sound financial management and careful financial planning. ETC is responsible for rent collection, policies on tenant selection and apartment transfers and, if necessary, tenant evictions. They are also responsible for apartment maintenance and building cede enforcement. All profits made by ETC are reinvested back into the Villa Victoria community. ETC Board meetings conduct their business in English, and are held on the 3rd. Tuesday of each month. Both IBA and ETC are united in their desire to build a community in Boston's South End, to produce the highest quality living environment for Villa Victoria tenants, and to foster cooperation and self-determination among community residents. �ETC ~1c.nc.ge:r:ent Office E.T.C. The manager and staff are always available to help resolve any questions a resident rnay have. /. Tenants are urged to visit the office located at SO W. .Dedham - Street, or they rnay call 266-2668. It is recommended thaT tenants schedule appointments so that we can comfortably discuss your questions. If you wish to file a cornplaint about rnanagernent at any time, the cornplaint must be subrnitted in writing to the ::-::::.nager. The ETC Management Office is open from 9:00 a.m. to 5:00 p.m. Monday - Friday. /--/ �Villa Victoria P.ousing Villa Victoria consists of six separate housing developments each with its own r~gulations for tenant selection and rent increases. Below is a listing and description of each: ETC and Associates (Tremont and Sha~mut Ave.) Consists of 71 units of rehabilitated housing. These buildings are owned and managed by ETC. Rents are determined by Hu~ Section 8 formulas and tenants are required to report changes in personal income every year. Rent is set at 25% of gross income plus a security deposit that should equal to one month rent, or a hundred dollars whichever is greater. Tenants · are selected by a Tenant Selection Committee, and rnust be on our waiting list. West Newton Street Consists of 136 units of rehabilitated housing. These buildings are owned by the Boston Housing Authority and managed by ETC. Rents are determined by the BHA, and set at the level of 25% of personal income reviewed every year. Tenants are selected by the BHA and reviewed by ETC. Torre Unidad - 80 West Dedharn Street Consists of 201 units of new housing for elderly and handicapped area residents. This 19 story building is also owned by the Boston Housing Authority and managed by ETC. Rents are set at 25% of personal incorne and reviewed every two years. No security deposit is required. Tenants are selected by the BHA and reviewed by ETC. Viviendas Associates;victoria Associates Consists of 371 units of new housing, both townhouses and apartment buildings (1 Paseo Boriken). These buildings are owned by ETC. Rents are determined by the regulations of the HUD Rental Assistance Program and Section 236. Tenants pay 25% of their family income and rents are reviewed every year. A security deposit is required. Tenants are selected by a Tenant Selection Committee and must be on our waiting list. Borinquen Associates Consists of 36 units of rehabilitated housing, financed by the Massachusetts Housing Finance Agency. These buildings are also owned by ETC. Rents are determined by HUD Section 8 and is set at 25% of personal income or market rental, whichever is lowest. A security deposit is required. Tenants are selected by ETC Management. South End Apartments (Cunard St. & St. Cyprians Place) Consists of 28 units of rehabilitated housing. Rents are set at 25% of personal income, and reviewed every year. At the present time ETCDI is trying to purchase S.E. Your monthly rent is due and payable by check or money arder on the first calendar day of the rnonth. If payment is not received a late charge of $10.00 will be added. Further delays in payments may warrant issuance of 14 cay notices and initiation of eviction procedures against the tenant. Please make your check or money order payable to your housing development or to the Boston Housing Authority. Family Composition 2. We are required by Federal Law to maintain records of the number of people in each apartment. We ask you to report i~mediately any birth, death, addition to the family, cr other change affecting the nurnber of persons living in your apartment unit. Any addition to the family not included in your original application and lease must be reported to the management immediately. If you wish to bring a relative or any other person into your borne permanently or for an indefinite period of time, you must request written permission from the management. Recertification 3. Tenants will be recertified every year (or every 2 years) in accordance with their lease. Any changes in personal incorne must be reported, and rental assistance payments are subject to adjustment at this time. It is the tenant's responsibility to compile the required information =or their rent subsidy. Managements's Right of Entry 4. Management retains the right to enter and inspect any apartment unit on a regular basis or to make necessary repairs so long as tenants are given advance notice and inspections are rnade at a reasonable hour. �Daoage Charges 5. Charges will be made or deductions will be made from your security deposit (if any) for any d~age beyond reasonable wear and tear. You will be charged for the cost of repairi ng any damage caused by negligence (clogging of toilet facilities, damage to garbage disposal units, broken window glass, eTc.). The amounT will be added to your next month's rent payment. To avoid possible damage charges, please obtain written permission from the manager befare making any repairs or alterations, or doing any redecorating work in your apartment. Painting and Decorating 6. All apartments have been painted prior to occupancy. If you wish to repaint your apartment (or any part of it), tbis ~ust be done at your own expense and must recive written approval from management. No hanging of wall paper can be allowed. Consult management befare attempting to hang heavy objects from the walls. No permanent alterations such as wall shelves can be made without prior written consent of the management. No signs, advertisements, or illuminating objects except for reasonable holiday decorations shall be placed upon the exterior portion of any window or terrace. Charges for Excessive Use of Utilities 7. The tenant shall not waste or unreasonably use water, gas, electricity, or heat. Violators of this rule may be subject to additional monthly charges as verified by management tsee Apartment Energy Conservation). Terraces 8. Do not throw or permit any throw any item from your terrace or will receive a very heavy fine. Do on your terrace that will be higher member of your family to windows. Anyone doing so not build or install anything than the terrace railing. Do not cook or barbecue on your terrace. Do not paint the ceiling or in any way change the appearance of the terrace. The tenant shall not make nor perrnit any member of your family or friends to make any disturbing noises in the building that will interfere with the rights, comfort, or convenience of another tenant. Do not allow the playing of musical instruments, radios , televisions, stereos, or other similar items on the premises between the hours of 11:00 P.M. and 8:00 A.~. louder than can be heard within the confines of your apartment. Do not scream or shout from your terrace or windows. Do not slam your door, apartment compactar room doors. or doors to stair wells. Pets 10. Tenants are reminded that their lease specifically prohibit tbe maintenance of pets at Villa Victoria. No cats, dogs, or other pets are allowed on the premises. Other rules 11. Apartment locks should not be changed, altered, or replaced, nor should new locks be added without tbe prior written approval of the Management. The tenant shall pay all costs involved in restoring locks to their original condition. 12. Villa Victoria does not permit soliciting in its buildings. Please do not perrnit salesmen or other solicitors into the building. Never admit strangers especially when they fail to properly identify themselves. 13. Tenants shall be legally responsible and shall compensate ETC Management for any damage to the grounds, trees, shrubs, or plants by any member of their family or friends. 14. No Graffiti! 15. The elevators, halls, stairways and sidewalks shall not be obstructed nor used for any purpose other than for entering or leaving the building. 16. Elevator doors sbould not be forcibly held open at any time. If you must talk witb neighbors, please get off the elevator to do so. 1 + �17. The use of washers and dryers are a~ailable for use by residents only and should be used during the hours posted in buildings. Tenants are reminded to keep the laundry rooms and the top of the washing machines clean. Loitering in the laundry rooms is not permitted. certain that children are properly trained in the use of the machines if your are sending them to do your wash. ~1ake Use only the correct measure of detergent! Rugs, rubber mats, and other similar items should not be placed in the washers and dryers at any time. 18. Roofs: No one is permitted to enter upon the building roofs at any time. Trespassers will be prosecuted andjor fined. 19. No bicycle riding is permitted at any time near the Elderly Tower. Tenants will be responsible for their children's actions. 20. Tenants may not install air conditioning units or·any large electrical appliances without the prior written approval of the management. Information on Moving In The following procedures are used with all move-ins: Move-in date: You will be assigned a mutually convenient day and hour for your move-in. No move-ins are permitted on weekends or after 5 P.hl. Monday through Friday. This will allow for the presence of a management representative to assist you and the assignment of a building elevator if necessary for your sale use. No exceptions are permitted. Keys: You will receive Gne (1) set of keys to the building entrance, your apartment and your ma1lbox on . the day of your move-in when you check in at the management office. Moving Vans: No furniture should be stacked in the lobby or street --- it should be moved into the assigned elevator or townhouse immediately Arrangements for the parking of moving vans on property will be arranged where possible through the management office. Move-O~ts All residents must inform the manager 30 days in advance of their intention -to move out. Suéb residents are ~esponsible for restoring their apartments to acc~ptable conditions, insuring up-to _ date _payment of all outstanding morithly maintenance and other charges and all other mov~~out requirements defined by ETC Management �For further information as to the filing of mo~e-out notification forms and specific requirements, please contact the site management office. The ETC Board of Directors and the managing agent reser\' e the right to make such rules and regulations from time to time as may be deemed needful for the safety, care, and cleanliness of the premises and for securing the comfort and convenience of all tenants. Any changes in ETC rules and regulations will be mailed as written notice t6 all tenants. Security: Lend a Helping Hand As a tenant, you can help .... Report all building damages such as burned out light bulbs, broken doors, out-of-order equipment (elevators, compactors, laundry machines), or broken windows and other similar problems to management. Call 266-2668. Do not admit any strangers or salespersons whether religious or commercial into your building at any time. Villa Victoria maintains a policy of no solicitation and such activity is considered trespassing. Supervise your children closely. of respecting our home! Show them the importance a) Do not allow them to loiter in the lobbies, laundry rooms, or stairways or allow friends into the building for these purposes. b) Do not allow them to lose keys if they carry keys to the apartment, and do not allow them to give duplicate keys to . friends. e) Advise them of serious problems which could result from their actions if they vandalize or deface Villa Victoria property, such as damage charges, legal claims, or possibly eviction. Report any strangers, any unusual moving out of furniture or TV's or other suspicious situations to the Management Office at once. Report crimes against person or property to the Boston Police at once (911 or 247-4250). One more item. We invite you to join the Comrnunity Advocacy Board of Villa Victoria, which represents this comrnunity on matters related to the Police, Fire Dept., City Hall, etc. For more information, contact Alan Root at Unity Tower Social Services (536-5906). �Tenant Transfers Policy ETC Ma n a g e men t f re que n t 1 y re e e i \.es re que s t s f ro m t en a n t s w h o \V l s . to transfer to oTher apartmenTs. In order to be fair, a point sysTem fo r transfer requests has been set up. The system is explained below All tenants must fill out a transfer request form, stating their reasons for their request. The more points you get, the higher yoúr priority. Other notes: Tenants requesting transfers will be kept on a ''transfer wai t list" for the development where they are living. A $75.00 cleaning deposit is required for all transfers over the amount already deposited in the Security Account. Befare any transfer is approved, a borne visit will be made to verify any damages and/or other violations of the lease. All tenants requesting transfers must be in good standing wit . ETC Management. Transfers are expensive for management to ma and requests are normally not honored for non-priority reason �Tenant Evictions It is the intention of ETC ~1a.nage:nent ne\·er to ha\·e to carry out an eviction against a tenant. IBA and ETC began as a tenants' movernent for decent, low-rent housing and against unjustified evictions by private landlords and the Boston Redevelopment Authority. An eviction will be carried out only if there _is a serious violation of the rental lease, and only after every other solution has been attempted by Management and IBA Social ·services to resolve the problem. The following are cause for eviction: a) Non-payment of rent - If the rent is not paid on the 1st of every month, tenants will be served notice befare eviction. b) Criminal activities - Illegal activity with regard to drug dealing, prostitution, or other crimes against people or property will not be tolerated by ETC Management. e) Excessive damage to apartrnents - ETC hlanagement cannot tolerate expensive repairs to project apartments. d) Nuisance tenancy - Repeated lease violations which might damage the health and safety of other tenants. These include threatening other tenants with physical force, loud and unruly behavior on the part of you or your children, or other inconsiderate actions. Repeated violations may be cause for eviction. Villa Victoria tenants need to have a sense of personal responsibility for this cornrnunity. Behavior which violates this community spirit will be cause for eviction. ing J ~e -=. cd �Ke y Deposit ~anagement will cbarge a key deposit of S25.00 to each n ew tenant moving in. The key deposit will be to cover lock replacement when you move out of your apartment and it is not refundable. Charge for duplicate keys If you loose your apartment keys and would like to obta i n duplicates from rnanagement, tbe charge will be as follows : $2.50 for each regular key needed $5.00 for replacement of each Medeco keys. Locked out of your apartment If you are locked out of your apartment the procedure to let you in will be as follows: If the superintendent is busy you will have to wait until he is available to let you in. The waiting period could be two hours or more. Management will nct let persons who are not legal resident into the apartments. There will be a charge to let you in which will be the following; For the first time you are locked out the charge will be $5.00 For the second time $10.00 For the third time $25.00 To avoid this inconvenience both to you and to management, please keep your apartment keys in a safe place. �HAINTElJ.L>_NCE S~RVICES Villa Victoria is served by our own maintenance staff and supervisors. Most needs for household repairs can be met through this department. Please refer to the enclosed list of "charges for replacement items" for the cost of those items chargeable to the tenant. Most other repairs needed would be made at no direct cost. nts hTienever a maintenance repairman visits your apartment, he/she will carry a special maintenance request form, which the tenant must sign after the full repair work is completed. The tenant will then be billed if necessary for the work done. No employee is authorized to charge or receive money on behalf of ETC Management for repair work done at any time. Remernber: Do not pay for any repairs done by staff until you receive the bill in your next monthly rent statement. ETC .Haintenance services department is open daily from 9:00 am to 5:00 pro. Each Villa Victoria housing development has its own maintenance supervisor and.staff. For repairs, please call: 266-2668. After 5:00 pm and on weekends you can call this number for emergencies only (answering service) . If at any time you feel you have not been properly served by the maintenance staff,visit the manager. It is recommended that serious complaints be made in writing specifying the problern, date and name of the employee. �e o I t i s often difficult : o= tenants to understand the need for energy conservation. Heat - Do not turn up the thermostat to its highest setting and leave it there! If this is the only way you can get heat in your apartrnent, your thermostat is not working call the maintenance office. your thermostat between 68-70 o F on cold winter days and 65 F at all othe~ times. FaWilies with small children rnay set the therrnostat as high as 72 F, on cold days. Try to keep the controls on a constant ternperature during the day; frequent temperature changes waste fuel. S~t 2. Air Conditioning - ETC Management will sell Air Conditioners to tenants at cost. Do not turn your air conditioner on and forget about it! This wastes fuel, and electricity is expensive! Be smart when using your air conditioner. Clase off any rooms you are not using. Use curtains or draperies to keep the sun out. Think of your house as a box with holes in it, and try to keep the cold air inside the box. 3. Lights -Use 60 watt bulbs. it will be enough light to read by. In most roorns of the house, You would be surprised how much energy can be saved by just cleaning your light fixtures. At the sarne time you are cleaning the rest of the house, clean you lights. 4. city. Appliances - Sorne appliances use large arnounts of electri · The follow~ng are examples: Washer and Dryer - 5,000 watts - Use full loads. Dishwasher - Wash a full load of dishes. Rinse off your dish · first. Electric Stove - Try not to preheat ovens for more than 5 minutes. Keep stove use to a mínimum. Refrigerator - Every so often, pull it away from the wall an d clean it. Halls, stairways, basement areas, and/or laundry rooms ~ust be kept clear for many reasons: in case of fire, to prevent damage to personal property, to prevent injuries to oL~ers, and to prevent unsanitary living conditions. ' No trash, baby carriages, bicycles, tricycles, or scooters a:~ allowed in apartrnent lobbies, elevators, passageways, or entra~c~ areas. These items should be kept in your apartment. If your ~?~~~ ment has a storage area, keep your bicycles, scooters, etc. ~~ere for safekeeping. . Hallways and corridors should not be obstructed at any t~~, ....-·.. .._, .... used for any purpose other than entering or leaving the buildi~g. KITCHEN APPLIANCES Tenants are reminded that careful maintenance of kitchen appli~~ce ! and equipment will help insure longer and more efficient service. The following cleaning methods have been recommended by manufacturer and professional appliance repairmen: ~~e REFRIGERATORS . Clean both the refrigerator and freezer thoroughly at least once ev~ry two months. Use a cleaning solution of one(l) tablespoon of baking soda to (1) quart of warm water. Do not use an abrasive commercial cleaner (ajax, comet, etc.) since these may contaminate or damage the interior. Be careful cleaning the door so as not to damage the door casket or rubber lining. Be very cautious when cleaning near the electrical parts. Use only a sponge or cloth with no excess water when near these areas. 1 1 \ 1 i �ST OVES . Clean the stove thoroughly after every use. . Do not allow grease or food to build up in the pans under the grills. r -- 1 1 j OVEN S You may use most commercial oven cleaners. Be careful when spraying or applying the cleaner not to spray around the open "Pilot Light" flame or other operational parts. KITCHEN CABINETS . Be careful when cleaning your kitchen cabinets. You should use a recognized cornrnercial wood cleaner with lemon oil (Pledge, Favor, etc.) Clean both the top shelves and lower cabinets. 1 �KITCHEN GARBAGE DISPOSAL All ETC apartrnents contain a kitchen garbage disposal, which operates by using the on-off switch next to the faucet. Here are sorne simple instructions for operation: (1) . Run hot water. Leave the water running while you use it. Feed it slowly and gradually. Keep the water running after you are done. (2) . Do not force-feed your disposal rnachine. No kitchen utensil should be forced down the drain while the rnachine is operating. Do not put your hand down into the sink. No paper or plastic products should be put into the disposal; only food items are appropriate. (3) There are certain food items which will damage the disposal: (and substances) Corn cobs, watermelon rinds, rneat bones, orange or banana peels, hard shell nuts. Also please do not pour grease or rnop water down the sink. (4) If the disposal does not start after turning the switch, you should place the switch in the off position and push the RESET button which is on the bottom of the disposal machine beneath the sink. If you still have problerns, do not force the disposal to work. Call the maintenance office. �BATHROOM Use soapy water and use a pan and a sponge to clean the bathroorn. Rinse with clear water. Use only delicate cleaners; don't use cleaners with abrasive cornponents. When rernoving stains, don't use knives or razor blades because they will ruin the finish. (( To keep the bathroorn clean and odor-free, rinse and disinfect the toilet periodically. Don't throw trash down the toilet such as cornbs, toothbrushes, toys, sanitary napkins, disposable diapers, etc; these items will clog it up. CLOSET DOORS ETC Maintenance frequently receives calls to repair broken closet doors. There is nothing wrong with your closet! Please do not clutter up the closets with junk. Junking up the closets will result in broken doors-and a charge for repairs. �'a E s; FLOORS (tile ano wood) Daily cleani~g of the floor with a soft broom or cust mop will remove surface cirt. Khen it is necessary to wash the floor, wash with warm water and a soft detergent. Clean the spaces between the tiles. Avoid abrasive cleaners. Many aparbuents at Villa Victoria are carpeted befare you move in. Please take care of your rugs! Use only rug sharnpoo for cleaning. Vacuum your rugs at least once a week to rernove foreign objects such as glass, metal, wood splinters, _etc. GARBAGE COMPACTORS Garbage compactors are found in multi-story apartment buildings (Paseo Boriken, Unity Tower). Make certain that you and your family follow these procedures in using the garbage compactors so as to minimize the spread of roaches and rats! Violators will be subject to fines: Place your garbage into the compactar chute and make sure all the garbage goes down the chute. If you are throwing out food scraps (rice, vegetables, etc.), first wrap them up befare depositing down the chute. Never leave any garbage on the floor in the compactar room, or in the halls or stairways. Make certain that you clean up any garbage or food scraps you drop on the floor in the compactar room or hall leading to your apartrnent. �GARBAGE CO~?ACTORS - Cont. Never send your children to throw out the garbage. They ~ay not be capable of fully putting the garbcge down the chute or cleaning up. GARBAGE DISPOSAL AREAS Borinquen Associates Viviendas Associates ETC & Associates South End Apts. Residents who live in buildings where there are no compactors are responsible for taking their garbage to the proper garbage disposal areas. All garbage should be placed in plastic bags so as not to cause garbage from spreading or spilling over in the disposal sites. The department of sanitation picks up garbage at Villa Victoria on \1ednesdays and Saturdays. EXTERMINATOR SERVICE 11 Don' t Be Bugged! Exterminating services are available free of charge to all residents on a regular basis (every 3 months) . Residents will receive a notice of this service and when it is scheduled in arder to maintain the infestation problem to a rninim~~. But remernber; there is no such thing as a fireproof building - anywhere! Tenants in the multi-story buildings (Paseo Boriken, Unity Tower) should never rely on the elevators when they have to evacuate these buildings. They will not work! It is also against the law· in the state of Massachusetts. Rescue efforts will be coordinated by ETC Management, the Fire Department, and the Red Cross in case tenants need to be evacuated from the top floors. Tenants in other ETC apartments should notify the Boston Fire Department immediately (911) if there is a fire in their apar~~ent. ETC Management plans to install smoke detectors in all Villa Victoria apartments, and sorne have already been installed. F ires. are p.r·eventable! They rnost conunonly occur in the kitchen area, bedrqoms, or hall closets. Loase wires, newspapers, and cleaning rags are fire hazards. Further inforrnation can be obtained through IBA Social Services {262-1342). �ELEVJl.T ORS Going up? Everyone likes to have a working elevator available when corning home tired frorn wo rk or after shopping for groceries. But an elevator is a precision rnachine which must be properly rnaintained a nd tr e ated to function eff ectively. If you and your farnily conscientiously observe the following rules, Villa Victoria will be able to depend on ef f iciently working elevators with rninimal problems: Press only the button for the direction in which you intend to travel . A light will indicate that you r call has been registered and the first available elevator will respond. Do not press both buttons! When boarding the elevator rnake certain everyone is on board befare pressing your floor number. If you rnust hold the door for someone, press the "door open" button. Never forcibly hold the door open otherwise. Never jam the rubber edge in on a closing door. If the elevator stalls, do not panic. red ernergency button to attract help. Simply press the Direct your children never to playfully press the "emergency" button. False alarms will only discourage neighbors from responding to real emergencies. Be careful not to scratch the elevator walls when taking baby carriages, shopping or laundry carts on the elevators. Direct your children not to shove objects into the elevator fans or down the shaft. Since their friends are technically your guests, you will be held responsible for damages. �?ARKING LOTS Reserved parking spaces for Torre Unidad and Paseo Boriken residents onlv are available on a lea~basis. Tenants interested in renting parking spaces should contact the rnanagement office. Tenants presently leasing parking spaces are rerninded of the following rules and regulations pertaining to the use of spaces: Please refer to your parking lease for further specifics. Parking privileges are granted only for the parking of a prívate passenger car owned and operated by .the licensee (tenant) . The licensee shall at no time block access to any parking space, the driveway or passages to the parking lot or any other portian of the prernises. The parking of Boats, Trailers, Campers, Motorcycles or Trucks in the parking lots is strictly proh1b1ted. The licensee rnay not perforrn repairs on his/her car while parked in the parking lot except for ernergency repairs. Illegally parked cars will be prorninently ticketed by security force and towed away. Don't panic, please, call the rnaintenance office (266-2668) and we will call your project supervisor pronto. You can call this nurnber 24 hours a day. 2. The elevator's broken again! How am I supposed to get to rny apartment? Rernember that elevators are sensitive precision machines that don't take abuse very well. One of your neighbors probably broke it! Call the Maintenance office and we'll fix it as soon as we can. 3. I've got roaches and ants in rny apartrnent. When are you sending the exterrninator over? If you see roaches or ants, call the rnaintenance office irnmediately. We'll go and get: them. But there's a lot you can do about this problem (see Exterrninator Service). 4. My oven's broken and the kitchen disposal doesn ' t work? would like to remind you not to abuse these appliances. If you broke it, you will be charged for repairs. Please refer to the maintenance tips in this handbook for the proper care of these appliances. ~anagement 5. What kinds of repairs do I bave to pay for? Generally speaking, if you break it, you'll have to pay for it. This includes bathroom fixtures, kitchen fixtures, windows, locks, floor tiles, etc. You will not have to pay for items broken through normal wear and tear. 6. What can I do to fix up my apartrnent? Any improvements to Villa Victoria apartrnents must be approved on an individual basis by ETC Management. Sorne improvements, such as painting a wall dark blue, red, or brown will not be approved. Wall hangings, if approved, should be done with butterfly screws to minimize restoration costs. A restoration fee will.Accompany most work you choose to do. ·, �S - !CM• Hlti IBA Comrnunity Services The fol lowing is a description of community prograrns created or sponsored by IBA for use by the residents of Villa Victoria. IBA Social Services The IBA Social Services program has two functons: services to individuals and families based at 405 Shav;mut Ave. and services to the elderly based in the Unity Tower, 80 W. Dedham St. The goal of IBA Social Services is to help residents learn how to solve problems in a greater environment (Boston) that is often . unfamiliar and many times hostile. IBA Social Services provides a comprehensive information and refferal services to residents as well as escorting and translating Services . . ~here po~sible~ the ~ocial Services staff will do crisis intervention and counseling work on an appointment basis. The youth of Villa Victoria are an agency priority. Services meets their needs through: IBA Social 1. Youth counselling ánd the ·creation of a job-clearinghouse . for young men and women. 2. After-school tutoring programs including both educational and recreational workshops. 3. Organized sports teams such as baseball, soccer, volleyball and basketball teams. 4. Specific workshops on the problems of drug abuse among youth. The IBA elderly services staff offers direct information, counseling and referral services to parcel residents. The staff also coordina tes programs for the elderly such as the Uni ty Tower Foo-·d Co-op (Wednesday 2:00-4:00 pm.) and Age on Stage, a theatre group. Also available to elderly residents are the services of the Helen Morton Health Center on the 2nd floor of Unity Tower, open from 1:30-3:30 pm on Wednesdays. Areyto and Canal 6 Areyto of IBA has cultural programs in three areas: visual arts, music, and co~unications. T~ey also sponsor the annual Festival Betances at Villa Victoria, which · is usually.held during July. The visual arts programs consists of classes in elementary drawing, basic print working for children, and silkscreen print (including design and printing techniques) for young adults. The program is housed at 85 W. Newton St. �The music progrc~s spo~sors study and perfo~ance sroups such as Cantorcitas (ages 4-7 years old ) and Ninos Cantores (ages 8-15). I BA Commercial Development Commercial development at IBA is just beginning. Development started with the La Plaza Laundromat at 1 Paseo Boriken in 1978. Dedham St. IBA has initiated a Small Business Revolving Loan Fund for individuals interested in starting businesses. IBA is also holding classes in business management for these people. Please contact IBA at 262-1342 ext. 16 for more information. South End Federal Credit Union (independent) s, The South End Federal Credit Union was started in April, 1981. A community-elected Board of Directors selects the Credit Union Manager. Hours of operation are from 2:00-6:00 pro. Monday-Saturday except Wednesdays. The credit union offers the following services to residents of Villa Victoria: (a) Loans (4 mos. membership required). (b) Check cashing - Fridays 2:00-6:00 pm. (e) Money Orders Residents can become members of the South End Federal Credit Union by paying a $1.00 entrance fee and opening a savings account of at leas ~ $5 . 00. Receiving a membership entitles you to vote for the SEFCU Board of Directors and the Credit Committee. �Escuelita Agueybana (independent} IBA founded the Escuelita Agueybana day care center in 1977 (l Paseo Boriken) in response to concerns about inadequate day care services for Hipanics. Escuelita is now the only bilingual day care center in Boston, and has earned an excellent educational reputation. Further information about Escuelita Agueybana and day care center openings can be obtained by calling Cecilia Hunt at 247-2070. Use of Public Places Certain offices atIBA/ETC may be used for community events, birthday parties, or meetings by Villa Victoria residents. (2) You must sign an authorization forro for the use of this space with the IBA employee in charge. On this forro, you must say when you plan to use the space and for what purpose.
