Boston Public Schools letter (1992)
“These services will work to address the underlying factors that lead youth to substance abuse and dropping out of school.”
This letter was written in support of IBA’s “Teen Empowerment Project,” which began in 1990. The primary goal of the project was to reduce the drop-out rate of Hispanic students through positive, culturally sensitive, and participatory academic and social programs. The project was implemented in the Edwards Middle School and Charlestown High School. From the Inquilinos Boricuas en Acción records.

OFACE OF THE SUPERINTENDENT
January 16, 1992
To Whom It May Concern:
The Boston School Department has worked with
Inquilinos Boricuas en Accion (IBA) for several years,
and we have a great deal of respect for the work IBA
has done to reduce absenteeism and the drop-out rate
of Latino youth. IBA has done effective work, and
they have worked well within the School Department
setting. We are eager to continue our working
relationship with IBA, and we are particularly excited
about the prospect of IBA creating a comprehensive
program such as the one outlined in this proposal.
The Villa Victoria Teen Empowerment Project, which
targets high-risk youth, is exciting because not only
will it provide student with services within the
schools, but it will also connect those services with
similar supportive services within the community.
These services will work to address the underlying
factors that lead youth to substance abuse and
dropping out of school. We like the fact that this
program will bring students into well-planned group
experiences where the at-risk students will interact
on an equal level with students who are doing well,
and who can have a positive influence on the behavior
of the at-risk students. In addition, this project
will bring valuable learning experiences into the
school environment for our students. IBA will help
students by developing a community-service component
in relationship with the schools in an effort to
overcome the problems they experience.
We support this project, and we will work with IBA in
any way we can to insure that the project is a success.
Sincerely,
,;i
