Inquilinos Boriquas en Acción (IBA) was established in 1968 as the Emergency Tenants Council (ETC) by a South End community, largely of Puerto Rican descent, whose existence was threatened by Boston’s Urban Renewal Program. Residents adopted the rallying cry, “No nos mudaremos de la Parcel 19” (“We shall not be moved from Parcel 19”) and launched a campaign to control the redevelopment process of their community.
